"Ricostruire" è la parola d'ordine, tra le macerie di un sistema, attraverso 30 mila disoccupati e l'avvento dei profughi Kosovari, con centinaia di bambini abbandonati in strada, donne violentate e indotte alla prostituzione, ma anche grazie alle "nuove" cooperative, quelle promosse dalle Organizzazioni Non Governative che fanno cooperazione sociale ed agricola e che perseguono lo sviluppo in e per il territorio. Elbasan sta cambiando tanto e rapidamente: le associazioni locali riescono ora a gestire bene i propri progetti senza dimenticare l'aiuto apportato dai COOPERANTI, che resteranno per sempre grandi amici, veri e propri membri della famiglia.
