This is an issue happening on emulators when the FPS are above 30. It doesn't matter if you're using my FPS mods or just unlocking FPS using F1 key. The issue is still there. To solve the issue shown on the video you need to use RivaTuner and cap your FPS to 30. Then remove the 30FPS cap and continue playing. If you use ReShade you can maximize and minimize the Ryujinx window, this will reload ReShade and make the game slow down to 30fps for a few seconds. This will allow the NPC to continue walking. Thanks to Fl4sh_ for accidentally finding the solution. We are working on a more comfortable alternative to all this.
